Fernando Peña was born in Guadalajara, Jalisco, Mexico. His family of 11 immigrated to the United States when he was four years old. His family worked in the agricultural fields and traveled extensively throughout the western United States searching for agricultural work opportunities for a few years until they settled in a migrant camp. His mother was a housewife, while his father toiled in the open fields harvesting seasonal fruits and vegetables. After settling down for several years in the migrant camp, his parents had their last disagreement of many and decided to separate; his father abandoned the family and was ostracized until his death. Since no one in the family replaced his father in the agricultural fields, the migrant housing authorities forced the family to vacate the home so they could offer it to another family who had a member who could work in the fields.

For ten years, the family would relocate wherever they could find refuge. In one place, the home had been condemned as uninhabitable by city authorities due to a damaged roof, open sewer line, and inadequate heating and cooling system. Somehow, the landlord illegally sneaked the family into the home for a few years without the authorities noticing. Since his mother did not speak English and did not work, the family relied on public assistance for many years until Fernando, the youngest in the family, turned eighteen.

Su familia trabajaba en la agricultura; viajaban por todo el oeste de Estados Unidos buscando oportunidades de trabajo agrícola durante algunos años, hasta que finalmente su familia encontró un lugar estable en un campamento de migrantes. Su madre era ama de casa, mientras que su padre trabajaba en el campo, cosechando varias frutas y verduras. Después de establecerse durante varios años en el campamento, sus padres tuvieron el último desacuerdo entre ellos, de muchos, y decidieron separarse; su padre abandonó la familia, y él fue ostrosizado por la familia descompuesta. Como nadie en la familia reemplazó el lugar de su padre en el campo agrícola, las autoridades de vivienda obligaron a la familia a desalojar la casa para poder ofrecer “su casa” a otra familia que contara con un miembro que pudiera trabajar en la agricultura. 

Durante los siguientes diez años, la familia descompuesta se trasladaba a cualquier lugar donde pudiera encontrar refugio. En un lugar, las autoridades de la ciudad habían declarado que la casa era inhabitable debido a un techo dañado, una línea de alcantarillado abierta y un sistema de calefacción y refrigeración inadecuado. De alguna manera, el propietario introdujo ilegalmente a la familia en la casa durante muchos años sin que las autoridades se dieran cuenta. Como su madre no hablaba inglés y no trabajaba afuera del hogar, la familia dependió de la asistencia pública durante muchos años hasta que Fernando, el menor de la familia, cumplió dieciocho años.
